The Community Foundation provides endowment investment expertise through professional investment consultants and money managers engaged by the Foundation to help us attain our goal of achieving superior long-term investment performance. The Board of Directors and the Investment Committee of the Foundation provide additional oversight, monitoring and evaluation.
TC Federal Bank
Matt is the Tallahassee Market President for TC Federal Bank, an 89 year old financial institution serving Thomasville and Tallahassee. He has served as President of several Florida financial institutions over his career. Matt earned a Masters in Public Administration from Florida State University. He has been involved in many areas of our community serving as Chairman of the Greater Tallahassee Chamber of Commerce and previously serving on the Board of Economic Development Council, Florida Bankers Association, Tallahassee Community College Foundation, Kairos Prison Ministry, Celebrate Recovery, Riley House, Steele Collins Academy, Big Bend Hospice and Leadership Tallahasse.
Capital City Trust Company
Seth is a Senior Vice President and Senior Investment Officer of Capital City Trust Co., a subsidiary of Capital City Bank Group. He leads a portfolio management division responsible for the oversight of $700 million of client assets. A native of Columbus, Ohio, Seth has called Tallahassee home for more than twenty years. An entrepreneur while in college, Seth has spent his entire career with Capital City Trust Co. since completing undergraduate studies at Florida A&M’s School of Business & Industry. Along with his mentoring activities, Seth also serves on the boards of the Miccosukee Youth Education Foundation and Fathers, Brothers, and Sons Inc.
Eric is President of Municode. Eric joined the Municode team in 2007 as Vice President of the Corporation's Supplement Department after graduating from the University of Virginia's School of Law. Prior to receiving his Juris Doctorate, Eric served as a Tank Platoon Commander in the United States Marine Corps. As a Marine, Eric served stateside and abroad with his unit deployed during Operation Enduring Freedom shortly after September 11, 2001. As prepartion for his career as a Marine, Eric attended both the United States Naval Adademy and Georgetown University's School of Foreign Service. While at the Naval Academy, Eric served as the Brigade Commander, responsible for the development, training and welfare of over 4,000 of America's finest young men and women. While serving as a Marine, Eric served in Virginia, Kentucky, California and abroad as a member of the 15th Marine Expeditionary Unit. Eric serves on a number of boards including John Paul II Catholic HIgh School and the Boys and Girls Club of the Big Bend.

Alison Horton Mewborne joined Capital City Investments in 2005 from an independent financial planning firm and is now a registered representative of LPL Financial through Capital City. Her focus is wealth management and financial planning using investments, insurance, retirement plans and long term care insurance to help clients reach their goals. She is series 7 & 66 licensed and holds both a Certified Financial Planning (CFP ©) and Certified Plan Fiduciary Advisor (CPFA©) designation.
In her prior career, Alison was a Senior Vice President in Corporate Finance/Investment Banking at Banc of America in Charlotte, NC. She attended the University of Georgia where she received a Bachelor of Business Administration in Finance and received the Terry College of Business “Young Alumni” award in 1996. Alison is active in her church on the Benevolence Team and serves on the House Corporation Board of the Gamma Chapter of Chi Omega Fraternity.

Randy Pople is a Certified Financial Planner® and an Accredited Estate Planner® with over thirty years of experience in Estate Planning and Wealth Management. Randy is a graduate of Memphis State University.
Prior to joining Pople Financial Consulting, Inc., Randy was president of Capital City Trust Company. He also worked as a consultant with Cannon Financial Institute and in management roles in the Trust Divisions of Wachovia Bank and First Tennessee Bank. Randy is a member and past president of the Tallahassee Regional Estate Planning Council, and former president of the Florida Bankers Association Trust and Wealth Management Division. Randy has served on the board of the Gadsden Arts Center, the Mary Brogan Museum of Art and Science, Big Bend Cares and the Tallahassee Chapter of the American Red Cross. He is the past president and Emeritus Board Member of Elder Care Services. Randy was a member of the Leon County Investment Oversight Committee for three terms.
In 2005 the Florida Bankers Association honored Randy with the Trust Banker of the year award and he was inducted into the Trust Banking Hall of Fame in 2013.
In March, 2014 Governor Rick Scott appointed Randy to the Tallahassee Community College District Board of Trustees.

A native of Tallahassee, Florida, Sam Rogers, Jr. graduated from Florida State University in 1982 with a degree in Accounting. He began his insurance career with United States Fidelity & Guaranty Insurance Company in 1982 as a Surety Bond Underwriter in New Orleans, LA. He returned to Tallahassee to work with Rogers-Atkins Insurance in 1986 in sales. In 1994 he was named Chief Financial Officer and became a partner and shareholder in 1998. In February of 2008 Sam was named the Chief Executive Officer of Rogers, Gunter, Vaughn Insurance, Inc. and in 2017 he became the Area Executive Vice President for Rogers, Gunter, Vaughan Insurance a HUB International Compnay. Sam earned the designation of Chartered Property and Casualty Underwriter, (CPCU) and also holds our firms license as a Surplus Lines Agent.
Rogers’ community service has included serving on the board of the Tallahassee Chamber of Commerce and the Tallahassee/Leon County Economic Development Council. He is currently a member of the Board of Directors and Past Treasurer of the United Way of the Big Bend, a board member of Seminole Boosters and Emeritus Board Member of Tallahassee Quarterback Club Foundation which sponsors the Biletnikoff Award. He is past Chairman of the City of Tallahassee Risk Management Advisory Board and Leon County Schools Foundation. He is a graduate of Class IV of Leadership Tallahassee. Rogers served as Chairman of the Independent Insurance Agents of Tallahassee in 1992. He has served as Chairman of the Florida Association of Insurance Agents (FAIA) and also served on the (FAIA) Automation Committee, Insurance Programs Committee, and as Chairman of FAIA Member Services, Inc. and the FAIA Finance Committee.
Susan Payne Turner

Susan Payne Turner is the Bank's Executive Vice President and Chief Risk Officer/HR Director. She was formerly a Regional Retail Leader for Centennial Bank, where she managed ten branches located in Leon, Wakulla, Calhoun and Liberty Counties. Prior to this position, Mrs. Turner was Chief Financial Officer for a local community bank with responsibilities in: financials, budgeting, staff management and development; AML/BSA compliance; deposit compliance; facility expansion; GLBA-Technology; and audit/exam initiatives. Mrs. Turner began her banking career while working part-time in high school and has worked in many areas of banking including operations, marketing, compliance, financials and human resources. She is a graduate of Florida State University and received a Master's in Business Administration from Troy University in 2005. Mrs. Turner is also a graduate from the Graduate School of Banking at Louisiana State University. She is a Past Chair for the Tallahassee Community College Foundation and currently serves on the Foundation's Board. She also serves as Past Chairman for the Tallahassee Community College Alumni and Friends Association, as a Director on the board for the Wakulla County Senior Center, Associate Director for the Wakulla Historical Society and Director Emeritus on the board for the Wakulla County Chamber of Commerce. Mrs. Turner is a member of the Coastal Optimist Club.

Ash Williams is the Executive Director & CIO of the Florida State Board of Administration (SBA), one of the nation’s leading public investment institutions. The SBA manages assets under broad investment authority granted by the Board’s Trustees. Prior to joining the SBA, Ash was Managing Director at Fir Tree Partners and previously President and CEO of Schroder Capital Management, both headquartered in New York City. Mr. Williams holds both BS and MBA degrees from Florida State University and completed post graduate programs at University of Pennsylvania’s Wharton School and Harvard’s John F. Kennedy School of Government. Ash serves as trustee of the Florida State University Foundation, advisory board member of the Robert Toigo Foundation, leadership council member of the Robert F. Kennedy Center for Justice and Human Rights, board member of the Economic Club of Florida, and is an Episcopal lay minister.
